EU airlines need to automatically give full refunds when flights are cancelled (rebooking can still be an option, but this must be voluntary) AND/OR when either country of origin or destination is under COVID-19 lockdown, meaning all forms of public assembly beyond two persons are banned and punishable by law. When the rebooking option is taken by the customer, rebooking fare must be no higher than the fare available as if making a new booking for that date.
Why is this important?
Airlines have been dodging refund laws when flights are cancelled by giving flight credit to be used in future, thereby indefinitely postponing a customer's journey. We demand that a full refund be given whenever a flight is cancelled OR when a flight is running, but passengers are unwilling to travel due to restrictions of movement at origin or destination. It is completely unreasonable of airlines to expect passengers to travel on a cramped aircraft when in many countries there are fines for coming together with more than two people in public, which would include airports and aircraft.
